If we talk about ICT problems in India one such great solution seems to be the IT Agenda as originally suggested by BJP. The Agenda has tremendous potential to curb the menace of misuse of ICT in India. Although the intentions of Congress led Government are good yet the end result would not be that productive. Rather it would be counter productive if we keep on clinging to traditional line of thought. We cannot superimpose traditional norms and values to contemporary ICT environment.
The Congress Government does not understand the dangers of “inadequate cyber security” in India. With weak and instable cyber law (in the form of Information Technology Act, 2000, as amended but not notified yet) and an indifference towards basic level of cyber security (even if not the expert one, although it is desirable), the e-governance projects in India are bound to fail.
For example, “ICT connectivity without cyber security” is a remedy worst than the malady. Recently the website of Department of Telecommunication (DOT), Government of India was found “malware infected”. This is not the first time that Government websites have been defaced or are malware infected. This is also not a big problem but it gives us a hint what can happen to an “insecure rural ICT base” that Congress Government is currently planning to do. These seem to be attacks against the “National Resources” and not against any person or institution.
But malware attacks can be directed towards “specific institutions” or even against political parties as well. Further, a negligence to maintain even the basic information portal of a political party also gives a “negative impression” about its claims and expertise in the ICT fields.
For instance, try to visit the “All India Congress Committee” website and you would come across a warning by Google that “this website may harm your computer”. Of the 301 pages Google tested on the site over the past 90 days, 33 page(s) resulted in malicious software being downloaded and installed without user consent. The last time Google visited this site was on 2009-05-26, and the last time suspicious content was found on this site was on 2009-05-26. Malicious software includes 80 scripting exploit(s). This is tremendous malware activity for a single site.
Till now the importance of proper web site maintenance and adequate cyber security is very apparent. Perry4Law has shared these concerns with the Prime Minister of India, President of India, Smt. Sonia Gandhi, Mr. Rahul Gandhi, etc. We hope these concerns would be immediately and suitably addressed by the Indian Government.
